(RE)START for Dignity

RESTART – Integrated emergency assistance and resilience support program for victims of domestic and gender-based violence

Project co-financed by the National Agency for the Administration of Seized Assets (ANABI) with amounts resulting from assets confiscated in criminal judicial proceedings.

Project Goal

To facilitate multidimensional recovery and strengthen the resilience of victims of gender-based and domestic violence by providing an integrated package of emergency assistance (medical, psychological, legal and social). The project aims to immediately stabilize beneficiaries and transition them from victim status to autonomous survivor status.

Project Objectives

Overall Objective: To ensure an integrated, multidimensional and emergency response for the protection, recovery and resilience of victims of gender-based and domestic violence in the Bucharest-Ilfov region, through medical services, precise psychological diagnosis and emergency material support.

anabi-campanie-2-copySpecific Objective 1: Strengthen the Association’s institutional capacity and intervention infrastructure by equipping it with professional psychological assessment tools and implementing a secure digital case management platform.

Specific Objective 2: Facilitate access for 25 victims of violence to an integrated pathway of medical diagnostics (ENT, gynecology, and mammography) and standardized psychological assessment.

Specific Objective 3: Reduce the socio-economic vulnerability of 25 victims by providing direct material assistance (food and hygiene vouchers/cards) as well as legal counselling and assistance.

Specific Objective 4: Implement the “(RE)START for Dignity” online prevention and awareness campaign, reaching at least 50,000 people while promoting the social reuse of confiscated assets.

Expected Results:

  • 25 comprehensive medical screening packages delivered, including ENT consultation with nasopharyngolaryngoscopy (fiber-optic endoscopy), gynecological examination with Pap smear testing, and digital breast tomosynthesis (3D mammography).
  • 25 standardized psychological profiles and trauma assessment reports developed using clinically validated psychometric instruments, suitable for use in judicial proceedings (e.g., protection orders and criminal cases).
  • 75 distributions of direct material assistance provided through food and hygiene vouchers/cards.
  • 25 victims provided with legal assistance, including support throughout judicial proceedings and court representation.
  • One secure digital case management system implemented to ensure the secure processing and management of case data in compliance with GDPR requirements.
  • Three to four professional psychometric test licences/test batteries procured, remaining the property of the Association for the assessment of future cases.
  • A minimum online reach of 50,000 people and 12 digital communication materials published as part of the “(RE)START for Dignity” awareness and prevention campaign.
  • One final dissemination conference organized for at least 40 professionals from the social, healthcare, and legal sectors.

Project co-financed from the proceeds of confiscated assets recovered in criminal proceedings, through ANABI’s grant funding programme.
