“Broken Wings” Caravan in Cluj-Napoca

The first week of the National Caravan ended with the event organized in Cluj-Napoca, in Hotel Victoria’s conference room.

Representatives of public institutions working in the field of domestic violence prevention and control, of the civil society, and the local press participated in the event.

Locally, the campaign takes place in partnership with Cluj County Police Inspectorate, on the behalf of which Mr. Adrian Cirpian Miron, Chief Inspector of Cluj County Police Inspectorate, Mrs. Gina Pop, Police Chief Commissioner and Chief of the Crime Analysis and Prevention Office, Mr. Vasile Iusco, Chief of the Public Patrol Department, and Mrs. Carmen Livia Jucan, Main Police Officer and Spokeswoman participated.

“I would like to thank Necuvinte Association because through the Romanian Police we are involved in this campaign. It is an extremely important field and we consider this a priority for the Cluj Police. We had various discussions with our colleagues, the prosecutors, and we decided on applying zero tolerance to this sort of cases. In this sense, I would like to offer as an example the case from two days ago, when we retained an assailant for 24 hours for threatening his wife, even though we know that we cannot arrest this person because of the limits provided by the law. We established, along with our colleagues in the county, that for this sort of crimes committed in the family, to automatically retain them for 24 hours. Why? Because I personally believe, and went through this experience in other countries, that 24 hours of confinement changes your perspectives on things. (…) I believe that the civil society is on a good positive path, and certainly these partnerships must be developed,” declared Mr. Adrian Cirpian Miron, Chief Inspector of Cluj County Police Inspectorate.

During the event, there was a screening of the documentary filmed at the Women Penitentiary in Târgșor, which also set the name for the national campaign, and various discussions on the national campaign, the local statistic data regarding the issuance of protective orders, and our role in the prevention of domestic violence took place.

The most cases of people being retained for domestic crimes and protective order violations were recorded at the level of Cluj County.

We thank Cluj County Police Inspectorate for the involvement in the organization of the event, as well as in the deployment of the “Broken Wings” national campaign in the urban and rural areas.
