“Broken Wings” Caravan in Sibiu

The National Caravan continued in Sibiu on December 7th in the conference hall of the Sibiu County Council starting from 2pm.

The event was opened by Mrs Camelia Proca – representing Sibiu County Council and chaired by Simona Voicescu – executive director of the Association Necuvinte with Laura Vîlsan – director of DGASPC Sibiu, Stănculescu Bogdan – prosecutor of the Prosecutor’s Office attached to Sibiu Tribunal, Chief Police Commissioner Christian STANCIU – Crime Investigation and Prevention Department and Chief of Police Commissioner Marian CHIRCU, Criminal Investigation Department.

The event was attended by representatives of non-governmental organizations from the county, teachers, social workers, Romanian Gendarmerie, ISU and other interested parties.

We appreciate that for the first time a public representative of the Prosecutor’s Office, Mr Stănculescu Bogdan, took part in this debate and had an intervention on the way in which the files containing family crimes are being tried and on the fact that the number of these files has increased in recent years . He also assured us of the full cooperation both of the Prosecutor’s Office near the Sibiu Tribunal and of the General Prosecutor’s Office to carry out projects in the field of prevention of domestic violence.

The insufficient number of shelters for victims at national level was as usual one of the issues addressed and we  are happy that there are such centers at the level of Sibiu County. Mrs. Laura Vilsan, director of DGASPC Sibiu, presented this situation and the growing number of people who benefited from the services provided by the Directorate from year to year. She has also brought up the cases that receive support, but nevertheless return to the abusive environment, a situation that we also often encounter, unfortunately.

Mr. Christian Stanciu, Chief Police Commissioner at Sibiu County Police Inspectorate, discussed the activities carried out within the national campaign “Broken Wings” and brought to discussion the need to address the phenomenon of violence in schools and bullying with students starting from the primary cycle and the parental involvement in this process.

Mr. Marian Chircu, Chief Police Officer, Criminal Investigation Department, talked about some of the problems with which the intervention police officers are confronted and also talked about the seriousness of these family-related crimes that can lead to the committing of particularly serious offences, attempted murder or even murder.

According to the statistics of the Romanian Police, in the first 10 months of 2017, 56 protection orders were issued in Sibiu County, none at the prosecutor’s request; as opposed to 2016 when they were issued 86.
